Leland Shapiro, Director of Pierce College's Pre-Veterinary Science Program and Professor of Animal Sciences, is a fraud in the sense he is not a state registered veterinarian or registered veterinarian tech.

I guess one can head a college department that trains anyone in anything, such as a Ph.D. in biology director of an advanced physics department, but such management certainly would be deficient in the sense he'd have no knowledge of what physicists need.
Just so, I guess Shapiro could be the director of the department and not a licensed vet or tech, because Pierce would not have to pay a licensed vet's higher salary.
Shapiro is on the ethics board of Pierce college where he advocates dissection and medical experiments on animals. I don't know yet what his association is with Pierce's farm, but there is a farm watch site alleging abuse of the farm animals.

You think that's bad, you should check out the qualifications, or lack thereof, of the head of the department who is responsible for selling sick animals (LAPC cows, goats, pigs, and sheep) into the food supply. Bon Appetit!
