Don't Expect a Replacement for Boks Soon
Scuttlebutt is that Kathy Davis may be a long-time Acting GM. The City is planning on saving money by not finding a replacement, and then wait to see whether Davis can handle the job. This make perfect City/bureaucratic sense. This is how they think given budget constraints. Maybe they'll raise all adoption fees 50% so an additional 2,000 animals have to die as well.

Kathy Davis hasn't made any huge blunders. She lays low, doesn't attack people or embarrass the Mayor like Boks did. Maybe it's a good idea for now. We don't really need yet another leader anyway. The Dept knows what it needs to do to reduce euthanasia, increase adoptions and provide humane care. They just need to do it. Having a new mouth yelling at them won't help things.
Not much of a recommendation is it? She stays out of the way, and the dept. knows what to do. Then how come success has not come a long time ago?
I thought many of the employees were the problem.
Generally its accepted that without good leadership nothing will change.
Well, the next 6 months will tell. Boks will not be here, and the wrinkles should be worked out of the new shelters. Will we see the 13% decrease in euth seen under Stuckey or the three year average decrease of 15% under Greenwalt, or will we see a stall as with Boks?
Given that nothing has changed other than Boks leaving, I am skeptical that adoptions will increase over last year or euth decline even 10% if at all.
I don't know anything about her, really. But I always said that no GM is better than Ed Boks!

What's happening about that Council vote on Friday? The Council website STILL doesn't have the info on exactly what was approved. Did they just accept Phyllis Daugherty's proposal and vote for it wholesale? (and BTW, WHO is Daugherty and why is the City Council listening to her and shutting out longstanding rescues?)
I asked one Councilmember's office and they said exactly what you post here, that no one is going to be named GM at LAAS anytime soon. Is the Council now creating humane law in L.A.? On what basis? Where is their documentation that any of Daugherty's figures are correct?
Her proposal says rescues are charging up to $750 adoption fees. Does anyone here know a rescue that has a donation that high? Bill Foundation got $300 last I heard, and the rescue where I volunteer gets less than $200.
Meanwhile, Rick Orlov is pulling "facts" out of the complete blue sky, saying "groups" are charging "thousands of dollars" which even Daugherty isn't claiming. Where did his story come from, and why is it so far the ONLY record of this vote taking place?
Villaraigosa has to sign off on this thing, and then it's a done deal. Meanwhile for some reason, no one is telling us EXACTLY what the Council approved.

I have no idea what was approved. However, from my grapevine, I understand the Daily News is going to be pushing for major changes in LAAS. Notice Rick Orlov and the DN editors are blaming rescuers/activists for LAAS problems, not Boks. Orlov blamed Council and activists as did the editorial.
They also backed turning LAAS over to County management, or turning it over to rescue groups. This may be part of that push of their's. I am trying to humiliate Orlov every time he opens his mouth and exposes he knows nothing.
The only three organizations that could take over LAAS is County, SPCALA and maybe Found Animals if they decided to get into the shelter business.
I am not liking what I am seeing.

Everyone knows rule number one for any department head is (1) DO NOT EMBARRASS THE MAYOR! Here are a few more rules. (2) Don't piss off the union because the union was the Mayor's number one campaign contributor. (3) Don't get the City sued especially for embarrassing things like sexual harassment, drunk driving, and racial discrimination. (4) If you fail, make a mistake, just don't let anyone find out because it could embarrass the Mayor. The Mayor doesn't care if you do a good job or not, as long as people think he's doing a good job. Mayor only cares about not getting negative press. Mayor only cares about his next election. He doesn't give a crap about the city. He's rarely even in the City.
LAAS under county control. What a terrifying thought.
When you get access to Kathy Davis, what are you going to ask and/or tell her (uh, besides BOKS = DEATH and you aren't haters)?
Again, I ask what do you want management to do? Please don't refer to Winograde, just tell us what you want them to do.
